Uganda – Policy and regulatory framework. The Government of Uganda is developing a strong commitment on paper to the educational rights of children with disabilities and other difficulties and disadvantages. This is consistent with its being a signatory to the UN Conventions on the Rights of the Child (UNCRC) of 1989 and on the Rights of Persons with Disabilities (UNCRPD) of 2006.
