The Regional Education Learning Initiative Africa (RELI Africa) is a collective effort by over 50 civil society organizations and academic institutions in Kenya, Tanzania, and Uganda focused on fostering inclusive education for all children. RELI Africa is dedicated to ensuring every child has access to quality education, irrespective of their background. RELI’s approach is grounded in three core principles: transforming organizational structures for better educational outcomes, creating a knowledge-sharing hub to identify and disseminate effective practices, and engaging
in policy advocacy.
The process of developing this strategy was informed by country-level strategies that were reviewed and consolidated to identify common outcome areas and strategic actions. A consultative process involving member organizations, country leadership teams, the secretariat, and the Board was followed to co-create and validate the strategy. The RELI Africa Strategic Plan 2024–2026 builds on the legacy and achievements realized over the last 6 years (2017–2023) in fostering learning and collaboration among over 50 member organizations, strengthening agency and the voice of local organizations, and enhancing capacity for evidence-based policy influencing.
Over the last decade, African governments have undertaken a wide range of programmes and policy-level efforts to ensure that no child is left behind in accessing education. There have been substantial efforts on the continent to ensure access, completion, and quality of basic education for all. Despite the achievements, Education in Africa remains exclusive. The most vulnerable remain excluded. The quality of teaching and learning does not adequately prepare all children with the knowledge, skills, and competencies needed to engage in the 21st century economy. The World Bank estimates the state of learning poverty in sub-Saharan Africa to be at 86 percent.
RELI Africa’s ambition for this strategy is to see all children in Africa receive equitable, quality education and prosper in the modern world. We aspire to achieve this through nurturing a collective voice and enhancing members’ capacity to influence transformative shifts in education policies, practices, and systems. RELI Africa plans to strengthen its impact through strategic actions focused on collective impact on national education systems, strengthening accountability and synthesizing evidence to inform policy and practice. The strategy will focus on three key result areas:
- Result 1: Enhanced collective impact on national education systems to improve teaching and learning
- Result 2: RELI movement harnessed to strengthen accountability and champion reform of education systems in Africa
- Result 3: Evidence on teaching and learning is aggregated, synthesized, and communicated to inform policy and practices
